Why Design Is At The Centre Of India's Chip Ambition

Devroop Dhar, Cofounder and India CEO, Primus Partners, shared his view that long-term value in semiconductors lies in design, as owning chip designs means controlling technology roadmaps while fabrication can follow later. He said India should build on its strength in chip design rather than chase global manufacturing, noting that the DLI scheme enables designers to create IP domestically instead of exporting talent. Dhar added that startups must remain central to the ecosystem, with large firms acting as collaborators to help scale and commercialise IP, enabling India to build a sustainable semiconductor ecosystem.
